Pad 23 at Baikonur Cosmodrome Site 81 was a government launch pad used primarily by Proton launch vehicles. A Proton-K launched the Zarya Functional Cargo Block, the first International Space Station component, from this pad on November 20, 1998. The pad’s final launch occurred in 2004 and it is decommissioned.
