The European Space Policy Institute (ESPI) is an independent, non-profit space-policy think tank founded in 2003 and based in Vienna. Supported by 23 member organizations and an international expert council, it produces independent analysis and recommendations on European and global space policy, security and defence, exploration and science, sustainability, industry and workforce, and space as critical infrastructure; it also convenes policy dialogue and supports space education and capacity building. Since July 2025, ESPI has operated as a quasi-international organization under Austria's Headquarters Law.
