ESA's long-term space-science plan, prepared in 1984, organized a portfolio whose missions required development and operations extending well beyond the year in its name. It included Rosetta and Philae, Herschel, Planck, XMM-Newton, and Integral. Rosetta illustrates that lifecycle: approved in 1993 and launched in 2004, it reached its comet in 2014 and completed operations in 2016. Horizon 2000 was followed by Horizon 2000 Plus and the Cosmic Vision planning cycle.
