ICAO Air Traffic Management Programme

The ICAO Air Traffic Management (ATM) programme is a continuing standards, planning, and implementation programme for the global civil aviation air-navigation system. Its work covers the operational concept of global ATM, strategic and tactical airspace management, communications/navigation/surveillance requirements, air traffic services, air traffic flow management, flight operations, contingency planning, regional plans, and implementation support. ICAO maintains the related technical work programme through Air Navigation Commission panels and study groups, with Annexes, PANS, and implementation guidance for States and industry.
