Yuzhnoye prepared the preliminary design and transferred detailed development and production work to OKB-10 and the Krasnoyarsk Machine-Building Plant. Eight two-stage vehicles flew from Baikonur Site 41/15 in 1964-1965, launching Strela communications-satellite payloads; seven missions succeeded and one failed. The later 11K65 Kosmos-3 was a distinct successor configuration.
